
Until February 2026, Mr. Matthew J. M. Tan served as Senior Vice President (Overseas Business Development) of Overseas Business Division I, JAPEX. Direct report to the President of Overseas Business Division I and accountable to the Chief Executive Officer of JAPEX, his remit had been to develop and grow JAPEX’s business portfolio outside Japan, initially and principally in the mid-to-downstream gas/LNG sector. By December 2021, Mr. Matthew had secured JAPEX’s Board approval to invest in an LNG import terminal development project in northern Vietnam, following which he overall directed the conclusion of a long-term gas sales HOA in March 2022, a long-term jetty lease master agreement in September 2022, an engineering, procurement, construction and commissioning agreement in April 2024, and a strategy for LNG procurement and importation in 2025.
Prior to joining JAPEX in 2020, Mr. Matthew spent nearly six years from 2014 in gas and LNG consulting: five years in Galway Group LLC followed by eight months in Berkeley Research Group (after its acquisition of Galway Group in 2019). He was accountable for all LNG/gas consulting revenue growth in the Asia Pacific region. His team had participated and won competitive tenders, covering upstream block assessment and valuation, investor’s detailed due diligence, bid evaluation/strategies for equity acquisition in LNG supply/export projects, LNG SPA price renegotiations, LNG procurement and import inventory management, LNG trading strategy (asset-backed optionality) construction, FSRU terminal feasibility assessments, FSRU market entry strategy evaluation, LNG hub feasibility assessment, alignment and risk assessment of LNG SPA-TUA-GSA, floating LNG break-bulk feasibility (optimisation) assessment, midstream gas processing and fractionation business evaluation, and wholesale gas competitive strategy evaluation.
Before 2014, Mr. Matthew worked in BG, Chevron, Shell and IHS for a total of 16 years. Experienced in petroleum economics, he was placed in projects in the LNG/gas supply chain: Tangguh LNG (Indonesia), Egyptian LNG (Egypt), Olokola LNG (Nigeria), Gorgon LNG (Australia), North West Shelf LNG (Australia), and Upstream Gas Exploration and Development (China). His role had been to develop commercial insights and drive strategy in support of key phase-gate decisions: project FEED and FID.
Mr. Matthew holds a BBA and Master of Finance from the Royal Melbourne Institute of Technology, Australia.

Mr. Martin Paliga has over 40 years’ experience in the energy business of which more than twenty-five have been focused on the LNG industry. This experience comprises the marketing of LNG and the development and operation of LNG facilities, including negotiation and implementation of agreements for the development, installation, financing and operation of LNG import facilities.
Martin has worked for the last 7 years as an independent consultant, based in the UK and has, over this period, served clients in Europe, the Middle East and North America. Projects have included the development of new LNG production projects, as well as the operation and marketing of LNG import capacity.
Prior to working as an independent consultant, Martin was a Managing Director of Galway Group in Singapore and London, held LNG marketing positions at RasGas and Qatar Petroleum, was Commercial Manager for an LNG importation and power project in Spain and worked for an electricity generator and a coal producer in the UK.
Martin holds a BscTech in Chemical Engineering and Fuel Technology from the University of Sheffield (UK) and an MBA from the University of Warwick (UK).
